The senators responded to recent speculation regarding ending US financial guarantees to Israel. US envoy George Mitchell alarmed Israeli officials by suggesting last week that the US could use financial pressure to extract new concessions from the Israelis.
"Under American law, the United States can withhold support on loan guarantees to Israel," Mitchell had told PBS interviewer Charlie Rose over the weekend, noting that the previous administration of George W. Bush had done so. But he quickly added that he preferred persuasion to sanctions.
Lieberman said unequivocally that any attempt to cancel financial guarantees to Israel will "not pass Congress."

However, as you are well aware, under the terms and conditions of the Symington Amendment, it is illegal for the US to be providing any aid whatsoever to Israel.

"The 1976 Symington Amendment prohibits most U.S. foreign aid to any country found trafficking in nuclear enrichment equipment or technology outside international safeguards. Israel has never signed the Nuclear Non-Proliferation Treaty (NPT). If U.S. presidents complied with the Symington Amendment, they would not deliver yearly aid packages to Israel totaling billions of dollars. Presidents make-believe that Israeli nuclear weapons don't exist so Congress can legally continue shoveling the lion's share of the U.S. foreign aid budget to Israel. But this thin pretense is now over. Since Carter's revelation, press outlets such as Reuters chat openly about how Israel's nukes mean that it does not qualify for U.S. aid."
