I am guessing it was just too close of a representative of our contemporary slave masters and their prep school background to be comfortable to the film's financial overseers. Consequently, the film makers deflected this focus away to another.

Sadly, I was reminded (during this scene of  farmer  peasants being thrown  from the helicopter) how urban private schooled sophisticates  can do anything they  want to rural public  schooled  farmers. The scene is horrific. Even the street tough cops in pursuit are stunned by the cold  detached  cruelty of this full bird  colonel.
