These ‘enemies’ were then used to justify budgets for continuing the human experimentation that WWII had been used as ‘cover’ for. This is also what is being hidden under the rubrick of ‘psychological operations’ which, in a way, is just a cloaking term for continuing what is essentially eugenics research.
